So, playing the Victim Card is something a lot of people do without even thinking about it. Let's face it, every man is wired to first look out for himself. Even the best of men.
Even the bible has nothing against this, it is okay to first look out for your self. The problem then comes when the only person you look out for is YOU.
You see, people who play the Victim have some how managed to convince them selves that the only person who matters in any scenario is them. To them, it is all about how they feel, what they think, what you did, what you said, how you said it, even what you think. Basically any action you make that doesn't directly bring them a good feeling ( which for such a person is really temporary and short lived) is a crime.
Let's take a look at this first clip.

I really hope you watched the clip, there is so much to learn about this trait. Let's take a look at another situation.
I personally believe that people who play the victim are somehow mentally weak. Now let's not rule out the fact that we all at one point may have been guilty offenders. But when you make this a habit and a life pattern. That's a cause for concern.
The next clip has helpful tips on mental strength.

Many times the need to put the blame on others comes from a place of inferiority complex. I know you have been programmed to think the girls who says very few words and avoids eye contact are the insecure ones, many times it is actually the opposite.
This is not the post for that, but basically being insecure or having an inferiority complex sets you up to put the blame on others. You want to make every thing and every one else responsible for how you feel.
Think about it, people who take responsibility for their own action have very little time to worry about who did what. They just want to get on it and find the solution. If you are not taking responsibility there's usually one other thing you could be doing. Finding faults and playing the blame game. What ever the cause of inferiority complex, this approach I believe is an effective way to tackle it, Take Responsibility!
